Approval of Minutes:  There was no quorum present to approve minutes of July 9th.  

Update on Town Clerk Hiring Process:    Stephen Lewenberg reported on the first round of interviews for the Town Clerk position.  A total of eight people were interviewed.  The interviewing committee decided to recommend three candidates, perhaps to be joined by a fourth, to the Board of Selectmen for the “last cut” interview at its next meeting.  

Stephen Lewenberg reported that the Committee had focused only on candidate qualifications, and had purposely left any “political” considerations out of its assessment, judging that such matters were the sole purview of the Board of Selectmen.  Following the interviews, the Committee felt that one candidate in particular stood “head and shoulders” above the rest, based on review of qualifications alone.  

He further wondered if the Board of Selectmen would want only the final recommended list of “best applicants” from the interview Committee, or whether an Interview Committee should also give its views as to ranking of the applicants.

The Board noted that every hiring process is different, and that such decisions could be taken on a case-by-case basis.  In hiring the Town Clerk, the Interview Committee hadn’t been sure who should be in charge of the process, but the Town Clerk is a somewhat unique position of reporting only to the Selectmen. Future Interview Committees should endeavor to clarify who is in charge of the process from the outset.  Riggs Parker suggested that this could be mentioned in the hiring procedures outlined in the Human Resources Procedure Manual.

The Board then reviewed further amendments to the Human Resources Bylaw, and decided to inquire with Jack Collins as to the difference between line 611 and line 616.  Stephen Lewenberg offered to contact Jack about this matter.

New Personnel Board Member:  Jennie Greene offered to talk to Alice Early to inquire about her interest in serving on the Personnel Board.

The meeting adjourned at 9:33 am.
